Tower Semiconductor announced on July 14 that it plans to invest approximately $3 billion in expanding its semiconductor manufacturing operations in Japan, after accounting for $1 billion in grants from the Japanese government. The two-stage project will expand production capacity for 300mm silicon photonics and silicon germanium technologies used in artificial intelligence, data centers, and next-generation optical communications.
In the first stage, the company will convert its Arai facility in Niigata Prefecture to produce 300mm silicon photonics products and provide advanced packaging capabilities, with full production readiness expected in the fourth quarter of 2027. The second stage will involve constructing an additional 300mm manufacturing facility next to the company’s Fab 7 plant in Uozu, Toyama Prefecture, significantly increasing its silicon photonics and silicon germanium capacity. The investment is intended to strengthen Japan’s semiconductor supply chain while supporting growing global demand for AI and data-center infrastructure.

第1段階では、新潟県の新井工場を300ミリメートルのシリコンフォトニクス製品の生産拠点へ転換し、先端パッケージング機能も整備する。2027年第4四半期までに本格生産の準備を整える予定である。第2段階では、富山県魚津市のFab 7に隣接して新たな300ミリメートル工場を建設し、シリコンフォトニクスとシリコンゲルマニウムの生産能力を大幅に拡大する。今回の投資は、AIやデータセンター関連インフラへの世界的な需要拡大に対応するとともに、日本の半導体供給網の強化を目的としている。
