On Thursday, Japan Innovation Party Co-President Fumitake Fujita said that the number of seats in the House of Representatives should be reduced during the current Diet session before pursuing electoral reform. He said reform should include reinstating the medium-sized electoral district system for Lower House elections. Without a concrete timeline, the debate will go on indefinitely, and the idea is already drawing criticism from representatives who oppose reforms that could threaten their own positions, he added.
The medium-sized electoral district system was previously used in elections for the House of Representatives, which elects several members from a single district.
The current mixed system of single-member districts and proportional representation was intended to create a healthy two-party system, but it has failed, said Fujita. With the spread of social media, the trend toward a multiparty system has accelerated, and the medium-sized district system is the best way to ensure that this reality is properly reflected, he added.
木曜日、日本維新の会の藤田文武共同代表は、今国会中に衆議院の議席数を削減した上で選挙制度改革を進めるべきだと述べた。改革には、衆院選で「中選挙区制」を復活させることが含まれるべきだとした。具体的な期限を設けなければ議論はいつまでも続き、自らの立場が脅かされかねない改革に反対する議員らから既に批判が出ていると語った。
中選挙区制はかつて衆議院選挙で採用されていた制度で、1つの選挙区から複数の議員を選出する仕組みである。
藤田氏は、現在の小選挙区比例代表並立制について、健全な二大政党制を目指したものだったが、実現が出来かったと指摘した。SNSの普及により多党化の傾向が加速しており、その現実を反映させるには中選挙区制が最も適しているとも述べた。
